New studio

Last Monday we had been shifted to the Creative Studio, where Amit Goyal (Art Director) is the head. We have a new mentor, Manju Roy (Copy-writer), who will be guiding us. It's ridiculous to mention that both of them are dealing in ads and they would be looking over the editorial department. Indranil is also with us at the top-floor studio.

The working environment is fine here but with the production hour coming up, we are going to have a hell of a time, interacting with the imaging department who are there in the General Studio as usual. Unsurprisingly, Deepti has been the most vocal - how are we suppose to interact... An hour ago, Kulwinder came here to fit a phone but we are not sure how much is that going to help us.

We had been suggesting, when we were told last week about the studio shifting, that it will make our life more difficult. In the end, the decision is theirs and we are here now...

Now we are also in the second week of production... all the Proof As have been sent to Moxey (excluding a couple of pages). Abhishek has even started working on the amendments, while I'm with the last POM. So, we have pages for colour correction and then we will need the guys again for final PDFs... It seems KCS is drilling a hole on the terrace to save our time while we go to-and-fro with the job tickets. And complete this edition on time...

The recent hiccups in diplomatic relations between Indian and China over the disputed MacMohan Line in the event of the visit to the border town of Tawang and Bomdila by the Tibetan spiritual and temporal leader, the Dalai Lama who head the Tibetan Government in Exile in beautiful hill station of Dharamsala in Himachal Pradesh should be an eye-opener on not just how sensitive the international boundaries that "contain" the northeast region are but also however arbitrarily they came into existence with little or no consultation with the immediate populations along them whose lives would be profoundly affected by them. Apart from the MacMohan Line, there is also the Radcliff Line in the south and indeed the Indo-Myanmar boundary in the East. To begin with the last named, it is extremely ironic that if not for the executive whim of a single colonial officer in 1885, the British Secretary of State, Randolph Churchill, who decided not to treat the Ava Kingdom (Burma) as a princely state after King Thibaw was defeated and his territory annexed to the empire on which the sun once never set, for all that the history of the post colonial world has been witness to, India's eastern boundary could have been very different from where it is now. Rather than keep it as a princely state, the Ava kingdom, like the Mughals in India in 1857, was systematically and totally dismantled and a new British administration put in its place. The last of the Burmese king was exiled without ceremony in Benares in India just as the last Mughal, Bahadur Shah was similar banished to Rangoon. Had the British officer decided to keep Burma as a princely state like Manipur and Tripura for instance, in all likelihood, at the time of the British departure, Burma could very well have ended up a state of India, leaving Thailand and Laos as India's immediate eastern neighbours.

Down south the non-intrinsic nature of the border is again as pronounced when the manner in which the populous province of Sylhet came to be in Pakistan and not India in the 1947 Partition of India. A bitter entangle between linguistic nationalism and religious nationalism ensured that this Hindu majority province dominated by Bengali speaking population was left behind on the Muslim side of the Radcliff Line, although the Partition of India was on religious line. The only way Sylhet could have become a part of India was by its merger with Assam, but Assamese bitterly opposed such a move, for such a merger would have made Bengali speakers the majority in Assam. A letter by Gopinath Bordoloi to Jawaharlal Nehru while the Partition process was going on, melodramatically declared that every Assamese would resist a merger with Sylhet to the last drop of their blood. Nehru was known to have remarked in exasperation as to who the chief minister thought he was adding sarcastically that the chief minister might as well think Assam is an independent country. Like Sylhet, the Buddhist Chakma dominated Chittagong Hill Tract could and should have been on the Indian side of the Border as well. Had these been so, the Indian boundary in the northeast region would have been a lot different from what it is now.

In the north, the story of the MacMohan Line has its own share of arbitrariness. The line came into existence in 1914 after the Simla meet and it is actually a line drawn by the British colonial government as a boundary between Tibet and India, and not China and India. China walked out of the Simla meet claiming Tibet was an integral part of China and that the former is not authorised to enter into any international agreement independently. The line nonetheless was drawn. After Independence, India acknowledged Tibet is an integral part of China thus making the MacMohan Line even more ambiguous. Adding further to the complexity is that India went ahead to not only gave political asylum to the fleeing Dalai Lama in 1959, but also allowed him to set up a Government in Exile on its soil. Furthermore, the 1962 war between China and India ensured chances of sorting out these matters amicably were frozen. Besides the unfortunate political drama, what is also evident is, and what is relevant to the point we are making is, the arbitrary nature of this border too. Depending on the British colonial whims, this line too could have been very different. The dislocations to border populations these lines have caused are also well known.

A report on the run up to the Copenhagen Convention 2009

As the summit draws closer and leaders from across the globe are confirming their participation, pundits are alleging the forthcoming UN talks on a new greenhouse gas pact in the Danish capital will be a farce and has a become an obsession for the media

More than 60 world leaders will be flying to the 15th conference of parties (COP15) in the Framework Convention on Climate Change in Copenhagen next month. The participation of several leaders greatly increases the odds that it will end in a substantive agreement, though critics are pouring scorn on the summit.

Danish Prime Minister Lars Loekke Rasmussen said he wanted delegates to put 'numbers on the table' and reach a 'concrete and binding' agreement. As formalities, the conference will take place from 7 December to 18 December. The Parties of the Convention and Observer States (Governments), the United Nations System and observer organisations are allowed to participate in the COP. In addition, accredited press is allowed to cover the proceedings of the Convention.

All the countries would be signing an accord that would, if the development goes as planned by 2050, cut the present global emission of greenhouse gases into half.

STATE OF AFFAIRS

The global warming hysteria, simultaneously, has mobilised various groups across the world – some to urge the elites into waking up and smelling the carbon while others to shout that capitalism is at an end.

For long, environmental activists have blamed the developed countries for bulk emissions and climate destabilisation – of Himalayan proportions – and have appealed to them to have an international emissions reduction agreement that is both equitable and effective in preventing apocalyptic climate change.

Apocalyptic, yes we have been hearing this adjective ceaselessly, but we have seen in recent history that the words fits more well in Hollywood blockbusters than in our everyday life. Sometimes, several socio-political stories, which doomsayer predicts are ominous has resulted in opposite consequences.

The Cold War persisted for fifty years with the anticipation of nuclear annihilation, but instead of doing more harm as was forecast, the world simply adore the show as exhibited by the Korean communists in May this year. (We do hope the nuke race must be buried like the Iraqis had hidden their WMDs from the Blackwaters, the CIAs and the IAEAs!)

Even if global warming is limbering the West and its allies up to take proactive measures, there are more important issues, such as the inclusive growth for each country in human development and technology, which need to be addressed at the international forum. But as the apocalyptic story continues, no one expects any positive outcome either from several other global bargains, say, for another twenty years from the Doha Round. The same goes with the WTO. Or for that matter, it is unlikely that poverty will be eliminated because of the Millennium Development Goals.

In 1997, the Kyoto Protocol (a protocol to the United Nations Framework Convention on Climate Change) was initially adopted and became effective only on 16 February 2005. As of November 2009, 187 states have signed and ratified the protocol.

However, there are more aspects that goes against the treaty than it goes for; the arguments generally fall into three categories: it demands too much; it achieves too little; or it is unnecessary. What is next?

Some scientists are even sceptical of the reasons behind global warming, arguing there is no evidence that Earth's surface temperature is rising due to human activity. Piers Corbyn, a leading English weatherman, sums it up: "The problem we are faced with is that the meteorological establishment and the global warming lobby research bodies which receive large funding that the scientists in them have sold their integrity."

MEDIA CAMPAIGN

If a doctor advised you for a surgery, you might seek a second opinion, but you'd probably ask another surgeon. However, media, with their limited knowledge of climate science and the help from pseudo-experts, has spread hesitation to take meaningful action and plan for an economic order that has been built around oil, coal and natural gas.

So don't be surprised when you read the reports on global cooling, the thickening Arctic ice or the Global Warming Conspiracy.

Back home, Environment Minister Jairam Ramesh indicates India, the world's fifth-largest producer of greenhouse gases in recent years, is not going to accept any legally binding cuts on its greenhouse gas emissions. At a media conference in mid-November, Ramesh said: "It seems there is a long haul before we arrive at an international commitment that is legally binding and in which legally binding commitments are taken by the developed countries". Earlier the minister released a report the week before that says there is no conclusive evidence that climate change has caused the melting of the Himalayan glaciers, but it failed to rebut why the they are receding.

Eventually, the debates continue on the environmental cost of flying all the delegates to Copenhagen. Maybe, the talks would churn out a more nuanced dialogue about where the climate negotiations stand, but how the agreements would help in building a greener planet is still open to question.

IMPHAL, November 21: Maj. Gen. AK Chaudhary, IGAR (South) in an interaction with the media today at the IGAR(South) headquarters at Mantripukhri, said security forces have been successful in its mission of keeping insurgency under control while admitting that this is all that can be expected from the military.

Gen. Chaudhary said it is not possible for the military to resolve an insurgency, and that once it has managed to keep it a level within the control of the civil administration, it is for the government to take over and do its bit.

This would involve, good governance, improving the economy, political dialogues etc, which only the political establishment can do, he said.

He said the last aspect is important, for whatever else insurgency has become, the very fact that it exist is the indication that there was a something wrong thus giving the reason for insurgency to sprout in the first place. This original problem needs to also be addressed with earnest, he said.

As far as the military is concerned, it has done its job. Today no insurgent organisation, except those holding truce with the government can open a permanent camp within the soil of Manipur. The insurgents are put on the run, and if at all they establish camps, they are temporary ones and in stealth.

Gen. Chaudhary however said if there has been something the security forces have not been able to do, it is to check extortion.

But this is expected, for this too happens under cover. The military would not allow open armed challenges to the establishment but it is not meant to deal with civilian situation in which the insurgents are also disguised as civilians and conduct their anti-establishment activities, Gen. Chaudhary said.

Recounting some of his experiences in Manipur, he said his saddest moments have been at witnessing dead bodies after an encounter. "It does not matter who the bodies belong to, but it is always a depressing sight" he said.

By contrast, he said his happiest moments were when villagers near whose villages Assam Rifles posts were opened coming in the quiet and asking him not to shift away the posts after their terms were over. "Although there are visible and loud protest against the security forces, I can vouch there are more people who for obvious reasons do not come open, but nonetheless feel secure in the presence of the forces," Gen. Chaudhary said.

He said Manipur has a rich intellectual life, with so many intellectuals of immense worth, however, they have not been for whatever their reason, quiet most of the time on matters that affect the quality of life and politics of the land. This he said is unfortunate.

When queried, he said the Manipur police, if lead capably can become the best in the country. "They are good fighters, and they can conduct operations extremely well.

Given the proper direction, they can become matchless in the entire country," the General said. They also face obvious hurdles working in their home environment. They have local stakes and are burdened by local pulls and pressures. This tells on their performance on the field, but if not for this, they have good fighting instinct, he praised.

In this sense, Central security forces and paramilitary forces are much better off, he said.

Commenting on the Suspension of Operation and the hiccups it has been having occasionally, he said the SoO although initially was signed between Kuki militant groups and the Army, this is no more so. The truce has been effectively transferred to exist between the governments (Central as well as state) and the militant groups. The military only execute government policies now.

He said the militants who have come under SoO are under the bind of the government's rule of law, and a good example was the manner in which money to the tune of over Rs. 4 crore extorted from the UBI Churachandpur by militant groups under the SoO was eventually returned to the bank acting on pressure from the military.

The General this is an indication of how successful the SoO has been, and he believes ultimately a political resolution would be reached between the government and the militants under the SoO agreement.

He said it is hopeful that a similar SoO arrangement with a valley based militant organisation may also see good outcome.

Eventually he said there would not be a better end to the story than all militant organisations coming to the negotiating table and settling their differences with the government, reiterating that they would obviously have genuine grievances and that there is nothing in politics which cannot accommodate or resolve any grievance.

My one wish is that I can one day return to Manipur and go to the roadside "rice hotel" without security cover, and eat my fill freely, the General said half-jokingly.

Asked about Irom Sharmila's epic fast, he said somebody who can undergo such as protest would have to have grit, but the issue is complex and needs to be seen from different angles and not from just one as many do, he said implying Sharmila is also guilty of a similar myopia.

On the Armed Forces Special Powers Act, he said not Act is good or bad, it is just a matter of what is appropriate for every different situation. In an extraordinary situation, extraordinary Acts may be called for he said. However, as to the decision of what situation is extraordinary is for the political establishment to decide, he said.

India, China and the North East

A common man's thought on media reports during the end of 2009

The 21st century belongs to India and China -- the two superpowers in the making, while it has prompted a contest for space between democracy and communism in the vulnerable North-East region. This is an observation of the mainstream media, amidst signs of high GDP growths in the two neighbouring countries.

In one recent case following the spat over the Dalai Lama's visit to Tawang, opinion leaders view India should stick to its stand on internal security, declaring China is not only a threat but a challenge. Indeed, the bone of contention between the two future superpowers lies in border issues and the Chinese don't even need a Dalai Lama to add to its tirade.

At times, the tension has unsurprisingly exceeded the comfort zone, when the Defence Ministry reported the number of commies's incursion along the frontiers between 2007 and 2008 increased from 140 to 270. In October this year, the national media were up in arms, 24x7 as they would say in their parlance, against real or imagined nuisance from across the McMahon Line.

Of course, China has been fuming over India's Tibet policy and the dragon wants to dominate the balance of power in Asia.

In this state of affairs, there are some deep implications that are affecting many lives in the anthropological paradise (read the North East). The issue has nothing to do with India, nor with China. Rather the story is about the future of the trouble-torn region and its natives.

It is an open secret that the mainland consciousness felt the importance of this region for the first time after the 1962 war. Since then, year in and year out, the Centre has been putting up a play of being a good samaritan, but the masked intentions never move beyond a sarkari table.

How do you define a frontier region? Is it a land of the army, strategically so important to the union that the law makers and policy experts cannot do without, but which means little in its socio-economical essence? It reflects in the news like it has shown in recent times that China is a threat that must be countered, while the real aspiration of the people -- to live in a welfare state -- are reported as mere fillers.

In modern history, the region was marked in colonial cartography as significant with the discovery of oil, timber, tea and other natural resources. The British saw it as a gateway to the South East Asian empire and made its frontier to safeguard their interests.

However, it is now in a complex web of underdevelopment, insurgency and ethnic confrontation. Any Sino-Indian altercation might create a big front-page story, fuelling the chance to bash at each other. But it seldom made any difference. It may be unpatriotic, disloyal or whatever, but the moot point is there are also several movements going on unbated - to define nationalism - in this region, affected with chicken-neck syndrome.

Ultimately, it is the future of the region, which is at stake. Leave alone Arunachal, there are stories filing in from the Demchok region in eastern Ladakh and the Sumdho area of Himachal Pradesh. It hardly makes any news for the unpaved roads, lack of electricity, transport system, health care and schools plus the growing environmental concerns along the border areas. No one cares about the political ideologies followed in India, nor China.

So is it really news worthy, such as, these reports of increasing troops deployment at the border posts or Barrack Obama slamming China for protesting against the Dalai Lama? Oh, it's only agenda setting and they make a great front-page story. It's elementary, Mr Watson -- but could you afford to keep on neglecting the issues that matter most?

Without an immediate technology transition, the Internet could run out of addresses as early as next year, warns a new report.

Businesses urgently need to upgrade to IPv6, a new version of the internet's addressing protocol that will hugely increase the number of available addresses.

A survey, conducted by the European Commission, found that few companies are prepared for the switch from the current naming protocol, IPv4, to the new regime, IPv6. Web experts have warned that we could run out of internet addresses within the next two years unless more companies migrate to the new platform.

The IPv4 and IPv6 protocols refer to the way in which web addresses are created and assigned. Each website has a unique IP address, represented by a string of numbers, such as 192.168.1.1, which are then given a user-friendly web address, such as telegraph.co.uk, to make them easier to remember.

The IPv4 protocol uses 32-bit addresses, which enables the web to support around 4.3 billion unique addresses. By contrast, IPv6 uses 128-bit web addresses, creating billions of possible new web addresses – experts estimate it could assign a unique address for every blade of grass on the planet.

The EC survey found that of the 610 government, educational and other industry organisations questioned across Europe, the Middle East and Asia, just 17 per cent have upgraded to IPv6. The Commission has warned that the timely deployment of the protocol is vital to the growth and stability of the internet.

"In the last 10 years, the internet has become hugely important worldwide from a socio-economic perspective," said Detlef Eckert, a director in the Commission's information society and media directorate-general. "Only by ensuring that all devices connected to the internet are compatible with IPv6 can we stay connected and safeguard sustainable growth of the internet and the global digital economy, now and in the years to come."

"We'll be down to our last tens of thousands or hundreds of thousands of web addresses by the end of next year," warned Sam Pickles, lead enterprise engineer of F5 Networks. "New companies looking to establish a presence on the internet will have no option but to adopt the IPv6 address format. Many government and military organisations worldwide have adopted IPv6 for their internal systems already, and its adoption by companies, and eventually home users, is virtually certain."

Switching to IPv6 is relatively straightforward, said Pickles, but will require significant investment from companies and internet service providers.

"Some additional spending will be required to migrate to the new addressing format, and ensure that systems using the old IPv4 format can interface with new IPv6 networks," he said. "Initial installation of new equipment will most likely affect systems at the edge of the corporate network, interfacing with the internet, such as routers and firewalls."

The move to the IPv6 protocol will also necessitate some changes to domestic set-ups, said Pickles, but it should be a relatively straightforward process. "Consumers will eventually also need to replace equipment in the home, although this is likely to be introduced by ISPs in gradual stages," he said. "The most likely device needing replacement initially will be the home broadband router, connected to the phone line."

Somali man marries girl 95 years his junior

A 112-year-old Somali man has married a 17-year-old girl, BBC reported on Thursday.

The wedding took place in the village of Guriceel in central Somalia, one of the poorest countries in the world.

Ahmed Muhamed Dore already has 18 children from five wives. He said he would like to have more children with his new teenage wife, Safia Abdulleh, who is young enough to be his great-great-granddaughter.

"Today God helped me realize my dream," Dore said after the wedding ceremony in the region of Galguduud.

"I didn't force her, but used my experience to convince her of my love; and then we agreed to marry," Dore continued, adding that he had waited for his wife to grow up first before proposing to her.

Safia's family said their daughter is "happy with her new husband," a man who survived Italian colonization, British occupation, Siad Barre dictatorship and Somalia's dissolution.

Somali historians say that the wedding was the first of its kind in Somalia for over a century.

In India's villages: No toilet, no bride

Most Indian mothers want their daughters to marry decent men who make a good living. Now, in parts of rural India, women have a new -- and rather unusual -- demand for matrimony: a toilet.

"No toilet, no bride," has become a rallying cry for women raising a stink about the lack of a basic amenity.

They see it as a human rights issue, especially in villages where plumbing can be nonexistent.

It was that way in Sunariyan Kalan in the northern state of Haryana. Sumitra Rathi said village women had no choice but to relieve themselves without privacy.

They would go before sunrise or hold it in until darkness fell once again to avoid being seen. Or they would walk out to the fields and endure embarrassment. They don't want their daughters to face the same indignity.

"Many of them do make serious inquiries from the families of grooms about latrines," she said.

As a member of the local council, Rathi has helped build toilets in 250 houses in Sunariyan Kalan since 1996.

Still, about five dozen homes lack covered bathrooms.

The problem is so big in India that the country would need to construct 112,000 toilets every day if it wants to meet its sanitation goal by 2012, according to the Ministry of Rural Development.

Even as India emerges as a global economic power, millions of its citizens still live in poverty. The government estimates that less than 30 percent of villagers have access to latrines, which poses serious health risks and increases the threat of deadly diseases like typhoid and malaria.

To help overcome the enormity of the sanitation challenge, the government is offering incentives to encourage villagers to build bathrooms. The poorest

of the poor in Haryana stands to receive Rs. 2,200 ($48) for each toilet they install, said P.S. Yadav, a state coordinator for the sanitation campaign.

The incentives are especially attractive to women, for whom the problem transcends health issues.

Local women, often illiterate, have taken a keen interest in bathroom construction, said Roshni Devi, the council chief in Haryana's Kothal Khurd village.

And through it, they have gained a sense of self, making the lowly toilet seat feel more like a lofty throne.

The ABC of the Revolutionary Anarchist

Anarchism means man living free and working constructively. It means the destruction of everything that is directed against man's natural, healthy aspirations.

Anarchism is not exclusively a theoretical teaching emanating from programs artificially conceived with an eye to the regulation of life: it is a teaching derived from life across all its wholesome manifestations, skipping over all artificial criteria.

The social and political visage of anarchism is a free, anti-authoritarian society, one that enshrines freedom, equality and solidarity between all its members.

In anarchism, Right means the responsibility of the individual, the sort of responsibility that brings with it an authentic guarantee of freedom and social justice for each and for all, in all places and at all times. It is out of this that communism springs.

Anarchism is naturally innate in man: communism is the logical extrapolation from it.

These assertions require theoretical support in the shape of assistance from scientific analysis and concrete facts, so that they may become fundamental postulates of anarchism. However, the great libertarian theorists, like Godwin, Proudhon, Bakunin, Johann Most, Kropotkin, Malatesta, Sébastien Faure and lots of others were, I suppose at any rate, loath to confine their doctrine within rigid, definitive parameters. Quite the opposite. It might be said that anarchism's scientific dogma is the aspiration to demonstrate that it is inherent in human nature never to rest on its laurels. The only thing that is unchanging in scientific anarchism is its natural tendency to reject all fetters and any attempt by man to exploit his fellow men. In place of the fetters of the slavery currently extant in human society which, by the way, socialism has not done away with, nor can it - anarchism plants freedom and man's inalienable right to make use of that freedom.

As a revolutionary anarchist, I shared the life of the Ukrainian people during the revolution. Throughout its activity, that people instinctively felt the vital attraction of libertarian ideas and, equally, paid the tragic price for that. Without yielding, I tasted the same dramatic rigors of that collective struggle but, very often, I found myself powerless to comprehend and then to articulate the demands of the moment. Generally speaking, I quickly came to my senses and I clearly grasped that the goal for which I and my comrades were calling for struggle was readily assimilated by the masses fighting for the freedom and independence of the individual and of mankind as a whole.

Experience of practical struggle strengthened my conviction that anarchism educates man in a living way. It is a teaching every bit as revolutionary as life, and it is as varied and potent in its manifestations as man's creative existence and, indeed, is intimately bound up with that.

As a revolutionary anarchist, and for as long as I retain even the most tenuous connection with that label, I will summon you, my humiliated brother, to the struggle to make a reality of the anarchist ideal. In fact, it is only through that struggle for freedom, equality and solidarity that you will reach an understanding of anarchism.

So, anarchism is present in man naturally: historically, it liberates him from the (artificially acquired) slave mentality and helps him become a conscious fighter against slavery in all its guises. It is in that regard that anarchism is revolutionary.

The more a man becomes aware, through reflection, of his servile condition, the more indignant he becomes, the more the anarchist spirit of freedom, determination and action waxes inside him. That is true of every individual, man or woman, even though they may never have heard of the word "anarchism" before.

The nature of man is anarchist: it kicks against anything tending to make it a prisoner. As I see it, this, man's natural essence, is well expressed by the scientific term anarchism. The latter, as an ideal of life in men, plays a meaningful role in human evolution. The oppressors as much as the oppressed, begin, little by little, to come alive to that role: so the former aspire by hook or by crook to misrepresent that ideal, whilst the latter aspire to make it the easier to attain.

Comprehension of the anarchist ideal grows in slave and master alike as modern civilization grows.

Despite the ends to which the latter has thus far been turned - lulling and thwarting every natural tendency in man to protest every trespass against his dignity - it has not been able to silence independent scientific minds which have exposed the true provenance of man and demonstrated the nonexistence of God, hitherto considered the Creator of Mankind. Thereafter, it has naturally become easier to offer irrefutable proof of the artificial nature of "divine ordinances" on earth and of the ignominious relations that they establish between men.

All of these happenings have been of considerable assistance to the conscious development of anarchist ideas. Equally it is true that artificial notions have come to light at the same time: liberalism and that allegedly "scientific" socialism, one of the branches of which is represented by Bolshevism-Communism. However, despite all their vast influence upon the psychology of modern society, or at any rate upon a large part thereof, and despite their victory over the classical reaction on the one hand, and over the individual personality on the other, these artificial notions tend to slip down the slope leading to the familiar forms of the old world.

The free man, who achieves consciousness and expresses it around himself, inevitably lays to rest and always will lay to rest, the whole of mankind's ignoble past, as well as all that that implied in terms of deceit, arbitrary violence and degradation. It will also lay these artificial teachings to rest.

From this moment forth, the individual little by little struggles free of the carapace of lies and cowardice in which the earthly gods have wrapped him since birth, and that with the aid of the brute force of bayonet, ruble, "justice" and hypocritical science - the science of the sorcerers' apprentices.

In sloughing off such infamy, the individual attains a completeness that opens his eyes to the map of the world: and the first thing he remarks is his servile former existence, replete with cowardice and misery. In making a slave of him, that former existence had done to death everything clean, pure and worthwhile that he had started life with, so as to turn him either into a bleating sheep, or an imbecilic master who tramples and destroys anything good to be encountered in himself or in others.

It is at this point only that man awakes to natural freedom, independent of everyone and everything which reduces to ashes anything that defies it, everything that violates nature's purity and captivating beauty, which is made manifest and grows through the autonomous creative endeavor of the individual. It is here only that the individual comes to his senses again and damns his shameful past for once and for all, severing every psychic link with it that hitherto imprisoned his individual and social life with the burden of its servile ascendancy and also, partly, through his own resignation, as encouraged and deceived by the shamans of science.

Henceforth, man makes as much progress from year to year towards a lofty ethical goal - not to be and not to become a shaman himself, some prophet of power over others and no longer to tolerate others wielding power over him - as formerly he was making from generation to generation.

Freed from his heavenly and earthly deities, as well as from all their moral and social prescriptions, man speaks out against and offers actual opposition to man's exploitation of his fellow man and the perversion of his nature, which remains invariably committed to the onward march towards completion and perfection. This rebel, having become conscious of himself and of the circumstances of his oppressed and degraded brethren, thereafter gives expression to his heart and to his reason: he becomes a revolutionary anarchist, the only individual capable of thirsting after freedom, completion and perfection for himself and for the human race, as he tramples underfoot the slavery and social idiocy which has, historically, been embodied by violence - the State. Against that murderer and that organized bandit, the free man in turn organizes along with his fellows, so as to strengthen and espouse a genuinely communist policy in all the common gains made along the road of creation, which is at once grandiose and painful.

The individual members of such groups, by dint of becoming members of them, free themselves from the criminal tutelage of the ruling society, to the extent that they rediscover themselves, that is, they reject all servility towards others, whatever they may have been hitherto: worker, peasant, student or intellectual. In this way they escape from the condition either of a pack-mule, slave, functionary or lackey selling themselves to imbeciles of masters.

As an individual, man gets back to his authentic personality when he rejects false thinking about life and reduces it to ashes, thereby recovering his real rights. It is through this dual operation of rejection and affirmation that the individual becomes a revolutionary anarchist and a conscious communist.

As an ideal of human existence, anarchism is consciously disclosed to each individual as thought's natural aspiration to a free and creative existence, leading on to a social ideal of happiness. In our day, the anarchist society or harmonious human society no longer seems a chimera. However, like its elaboration and its practical planning, the conception of it seems as yet little in evidence.

As a teaching bearing upon man's new life and its creative development, individually as well as socially, the very idea of anarchism is founded upon the indestructible truth of human nature and on the incontrovertible proofs of the injustice of contemporary society - a veritable permanent blight. Realization of that leads to its advocates - anarchists - finding themselves in conditions of semi- or complete outlawry vis-Ã¡-vis the formal institutions of the existing society. Indeed, anarchism cannot be acknowledged as quite lawful in any country: this can be explained in terms of present society's being profoundly impregnated by its servant and master, the State. That band of individuals which has always lived as a parasite upon mankind, by cutting its life up into "slices," has thus identified itself with the State. Whether individually or as a countless mass, man finds himself at the mercy of this band of drones going under the name of "governors and masters," when in reality they are nothing but straightforward exploiters and oppressors.

The great idea of anarchism is not at all to the taste of these sharks who brutalize and enslave the contemporary world, whether they are governments of right or left, bourgeois or statist socialists. The difference between these sharks boils down to the fact that the former are professedly bourgeois - and thus less hypocritical - whereas the latter, the statist socialists of all shades, and among them especially the collectivists who have illegitimately tacked on the label of "communists," namely, the Bolsheviks, hypocritically hide behind the watchwords of "fraternity and equality." The Bolsheviks are ready to give the present society a thousand coats of paint or re-label the systems of domination for some and enslavement for others a thousand times over - in short, to amend the names as their programs may require, without thereby altering the nature of the present society by one iota, even if it means incorporating into their stupid programs compromises between the natural contradictions that exist between domination and servitude. Although they know that these contradictions are insurmountable, they cling to them regardless, for the sole purpose of not letting appear in life the only truly human ideal: libertarian communism.

According to their absurd programs, the statist socialists and communists have decided to "allow" man to emancipate himself socially, without its thereby being feasible for him to manifest that freedom in his social life. As for leaving man to emancipate himself completely, spiritually, in such a way that he may be wholly free to act and to submit only to his own will and the laws of nature alone, although they touch upon that subject, that is out of the question as far as they are concerned. This is the reason why they join their efforts to those of the bourgeois, so that emancipation may never elude their odious supervision. In any event, we know only too well the form that may be taken by "emancipation" awarded by any political authorities.

The bourgeois finds its natural to speak of the toilers as slaves fated to remain such. He will never give encouragement to authentic labor likely to produce something genuinely useful and beautiful, something of benefit to the whole of mankind. Despite the vast capital resources at his disposal in industry and agriculture, he claims not to be able to devise the principles of a novel social existence. The present seems quite adequate to him, for all the powerful kowtow to him: tsars, presidents, governments and virtually all intellectuals and scholars, all who in their turn reduce the slaves of the new society to subjection. "Servants!" the bourgeois cry out to their faithful servitors, "Give to the slaves the pittance which is their due, keep what is due to you for your devoted services, then hold the remainder for us!" In conditions like those, life for them could not be anything other than beautiful! - No, we are not in agreement with you on the above! retort the state socialists and communists. Whereupon they turn to the workers, organizing them into political parties, then inciting them to revolt whilst exhorting them as follows:

Drive out the bourgeois from State power and give it to us statist socialists and communists, then we will defend you and set you free.

Bitter, natural enemies of State authority, more than of the drones and privileged, the toilers give vent to their hatred, rise in revolt, carry out the revolution, destroy the power of the State and drive out those wielding it, and then, either through naiveté or lack of vigilance, they let the socialists lay hands on it. In Russia, they let the Bolshevik-Communists lay hands on it like that. These craven Jesuits, these monsters, butcherers of freedom, thereupon set to work to strangle, shoot and crush the people, even though they were unarmed, just as the bourgeois had done before them, if not indeed worse. They shot to break the independent spirit, whether collective or individual, in the aim of eradicating once and for all from man the spirit of freedom and the will to create, to leave him a spiritual slave and physical lackey to a band of villains ensconced in place of the toppled throne, and not hesitating to deploy killers to bring the masses to heel and eliminate the recalcitrant.

Man groans underneath the weight of the chains of socialist power in Russia. He groans in other countries also beneath the yoke of socialists in cahoots with the bourgeoisie, or even under the yoke of the bourgeoisie alone. Everywhere, individually or collectively, man groans under the oppressiveness of State power and its political and economic lunacies. Few people take an interest in his sufferings without simultaneously having second thoughts, for the executioners, old or new, are spiritually and physically very robust: they can call upon huge effective resources to underpin their hold and crush each and every person who stands in their way.

Itching to defend his rights to life, liberty and happiness, man seeks to manifest his creative determination by venturing into the maelstrom of violence. In face of the uncertain outcome of his fight, he sometimes has a tendency to lower his arms in front of his executioner, at the very moment when the latter is slipping the noose about his neck, and this when just one bold glance from him would be enough to reduce the executioner to a quivering jelly and call the burdensome yoke once more into question. Unfortunately, man very often prefers to close his eyes at the very moment when the executioner is slipping a noose around his entire life.

Only the man who has successfully rid himself of the chains of oppression and seen all the horrors being perpetrated against the human race can be persuaded that his freedom and that of his neighbor are inviolable, as are their lives, and that his neighbor is his brother. If he is ready to conquer and defend his freedom, to exterminate every oppressor and every executioner (unless the latter renounces his craven trade) then, provided he does not set himself the target in this struggle against the evils of contemporary society of replacing bourgeois power with some other, equally oppressive power - be it socialist, communist or "worker" (Bolshevik) - but rather aims to achieve a really free society, organized on a basis of individual responsibility and guaranteeing all a genuine freedom and equality of social justice for all, that man only is a revolutionary anarchist. He may without fear look upon the works of the executioner-State and, if need be, listen to his verdict, and also pronounce his own by declaring:

No, it need not be so! Revolt, oppressed brother! Rise up against all State power! Destroy the power of the bourgeoisie and do not replace it with that of the socialists and Bolshevik-communists. Do away with all State power and drive out its champions, for you will never find friends among them.

The power of the statist socialists or communists is every bit as noxious as that of the bourgeoisie. It may even be more so, when it conducts its experiments with the blood and the lives of men. At this point, it does not take long to revert surreptitiously to the premises of bourgeois power: it no longer has any fears about having recourse to the worst of means, lying and deceiving even more than any other power. The ideas of socialism or State communism become redundant: it no longer avails of them, laying hands instead upon any which might help it to cling to power. In the last analysis, it merely uses new means to perpetuate domination and become more cowardly than the bourgeoisie which strings the revolutionary up in public view whilst Bolshevism-communism murders and strangles on the sly.

Any political revolution which has left the bourgeoisie and the state socialists or communists to fight it out is a good illustration of what I have just been saying, especially if one considers the examples of the Russian revolutions of February and October 1917. Having overthrown the Russian empire, the toiling masses consequently felt themselves to be half-liberated politically and sought to complete their liberation. They set about transferring the land confiscated from the great landlords and the clergy to those who worked it or indeed intended to do so without exploitation of another man's labor. In the towns, it was the factories, workshops, printing-works and other social enterprises that were taken in hand by those who worked there. Embroiled in these healthy and enthusiastic endeavors, designed to institute fraternal relations between town and country, the toilers omitted to notice that new governments were being installed in Kiev, Kharkov and Petrograd.

Through its class organizations, the people yearned to lay the foundations of a new, free society intended, as it develops without interference, to eliminate from the body of society all the parasites and all the power exercised by some over others, these being deemed by the toilers to be stupid and harmful.

This approach clearly made headway in the Ukraine, in the Urals and in Siberia. In Tiflis, Kiev, Petrograd and Moscow, in the very heart of the moribund authorities, a similar tendency surfaced. However, always and everywhere, the state socialists and communists had, and still have, supporters aplenty, as well as their hired killers. Among the latter, sad to say, there were also many workers. Abetted by these paid killers, the Bolshevik-Communists put paid to the people's endeavors and in a manner so terrible that even the Medieval Inquisition might feel envious of them!

As for ourselves, knowing the nature of all State power, we told the socialist and Bolshevik leaders:

Shame on you! You have written and talked so much about the ferocity of the bourgeoisie towards the oppressed. You have been so zealous in your defense of the revolutionary purity and commitment of the toilers struggling for their emancipation and now, having come into power, you turn out to be either the same cowardly lackeys of the bourgeoisie or have become bourgeois yourselves through recourse to its methods, to the extreme that the bourgeoisie stands astounded and pokes fun at you.

Moreover, through the experiences of Bolshevism-Communism, the bourgeoisie has been brought to a realization, in recent years, that the "scientific" chimera of a state socialism proved unable to cope without its methods and indeed, itself. It has grasped the point so well that it pokes fun at its pupils who cannot even live up to its example. It has realized that in the socialist system, the exploitation and organized violence against the bulk of the laboring population do nothing to do away with the debauched life-style and parasitism of the drones, that in fact the exploitation suffers only a name change before growing and being redoubled. And this is what the facts bear out for us. One has only to register the Bolsheviks' rapaciousness and their monopolization of all the revolutionary gains of the people, as well as their police, courts, prisons and armies of jailers, all of them deployed against the revolution. The "red" army continues to be recruited by force! In it one finds the same ranks as before, albeit now given different labels, but even more unaccountable and overbearing.

Liberalism, socialism and State communism are three branches of the same family, resorting to different approaches in order to exercise their power over man, with a view to preventing him from growing fully in the direction of freedom and independence through the devising of a new, wholesome, genuine principle rooted in a social ideal valid for the whole human race.

Rebel! the revolutionary anarchist exhorts the oppressed. Rise up and eradicate all power over you and within you. And have no truck with the establishment of any new power over others. Be free and defend the freedom of others against all trespass!

In human society, power is particularly exalted by those who have never really lived by their own labor and a wholesome existence, or indeed who no longer live by it or have no wish to live by it. The power of the State will never deliver joy, happiness and fulfillment to any society. Such power was created by drones for the sole purpose of pillage and indulgence of their often murderous violence against those who do produce, through their toil - whether through determination, intelligence or brawn - everything useful and good in man's life.

Whether that power styles itself bourgeois, socialist or Bolshevik-Communist or worker-peasant power, it all comes down to the same thing: it is every whit as damaging to a wholesome and happy individual as it is to society at large. The nature of all State power is everywhere identical: it tends to annihilate the freedom of the individual, turning him, spiritually, into a slave, and physically into a lackey, before putting him to use for the filthiest tasks. There is no such thing as harmless power.

Oppressed brother, banish all power from within you and do not allow any to be established either over you or over your brother, be he near or far!

The really wholesome, joyous life of the individual or group is not built up with the aid of power and programs that seek to enclose it within artificial constructs and written laws. No, it can only be constructed on a basis of individual freedom and its independent creative endeavor, making headway through phases of destruction and construction.

The freedom of every individual is the foundation of the libertarian society: the latter attains wholeness through decentralization and the realization of a common objective: libertarian communism.

Whenever we think of the libertarian communist society, we see it as a grandiose society, harmonious in its human relationships. It is chiefly dependent upon the free individuals banded together into affinity groupings - whether prompted by interest, need or inclination - guaranteeing an equal measure of social justice for all and linking up into federations and confederations.

Libertarian communism is a society that is rooted in the free life of every man, in his untouchable entitlement to infinite development, the elimination of all injustices and all the evils that have hobbled society's progress and perfectibility by splitting it into strata and classes, sources of man's oppression and violence towards his fellow man.

The libertarian society sets itself the target of making everyone's life more beautiful and more radiant, through his labor, his determination and his intellect. In full accord with nature, libertarian communism is, consequently, founded upon man's life made wholly fulfillment, independent, creative and absolutely free. For that reason its adepts appear to live the lives of free and radiant beings.

Labor, universally fraternal relations, love of life, the passion for free creation of beauty, all these values animate the life and activity of the libertarian communists. They have no need of prisons, executioners, spies and provocateurs, whom the statist socialists and communists employ in such huge numbers. As a matter of principle, the libertarian communists have no need for the hired brigands and killers of which the prime example and supreme chief is, in the last analysis, the State. Oppressed brother! Prepare yourself for the establishment of that society, through reflection and organized action. Except, just remember that your organization must be solid and consistent in its social activity. The sworn enemy of your emancipation is the State: it is best embodied by the union of these five stereotypes: the property-owner, the soldier, the judge, the priest and the one who serves them all, the intellectual. In most instances, the last-named of these takes it upon himself to demonstrate the "legitimate" entitlement of his four masters to punish the human race, regulate man's life in its every individual and social aspect, and in so doing, distorting the meaning of the natural law in order to codify "historical and juridical" laws, the criminal outpourings of pen-pushers on a retainer.

The enemy is very strong because, for centuries past, he has made his living from rapine and violence: he has the accumulated experience of that, he has overcome internal crises and now he puts on a new face, being threatened with extinction through the emergence of a new science that rouses man from his age-old slumbers. This new science frees man from his prejudices and equips him for self-discovery and discovery of his true place in life, despite all the efforts of the sorcerers' apprentices from that union of the "five" to block his progress down that avenue.

Thus, such a change of face on the part of our enemy, oppressed brother, can be noted, say, in everything that emanates from the chambers of the State's erudite reformers. We have watched a typical example of such a metamorphosis in the revolutions we have witnessed at first-hand. The union of the "five," the State, our enemy, seemed at first to have vanished completely from the face of the earth.

In reality, our enemy merely altered his appearance and found himself new allies who schemed criminally against us: the example of the Bolshevik-Communists in Russia, in the Ukraine, in Georgia and among many Central Asian peoples is very edifying in this regard. This is a lesson that will never be forgotten by the man fighting for his emancipation, for the nightmarish criminality will be engraved in him.

The sole, the surest weapon available to the victim of oppression in his battle against the evil that binds him is the social revolution, a profound leap forward in the direction of human evolution.

Although the social revolution occurs spontaneously, organization smoothes its passage, eases the appearance of breaches in the ramparts erected against it and speeds its coming. The revolutionary anarchist beavers away in the here and now along these lines. Every victim of oppression become sensible of the yoke weighing him down, realizing that this ignominy is crushing the life out of the human race, should come to the aid of the anarchist. Every human being should be aware of his responsibility and see it through by casting out of society all the executioners and parasites from the union of "five," so that mankind may breathe free.

Every man and above all the revolutionary anarchist - as the pioneer inciting struggle for the ideal of freedom, solidarity and equality - ought to bear it in mind that the social revolution, if it is to evolve creatively, requires adequate means, especially ongoing organizational resources, particularly during the phase when, in a spontaneous outburst, it tears slavery up by the roots and plants freedom, affirming every man's entitlement to free and unbounded development. This is the very time when, coming alive to the freedom within and surrounding them, individuals and masses will make bold to act upon the gains of the social revolution, and that revolution will have most need of such organizational resources. For example, revolutionary anarchists played a particularly outstanding role in the Russian revolution, but, not being possessed of the requisite means of action, were unable to see their historical mission through. Moreover, that revolution demonstrated to us the following truth: after having rid themselves of the bonds of slavery, the masses of humanity have no intention of creating new ones. On the contrary: during times of revolution, the masses fetch about for new forms of free associations capable not only of responding to their libertarian instincts, but also of defending their gains should the enemy mount an attack.

Observing this process at work, we were constantly drawn to the conclusion that the most fruitful and most valuable associations could not be other than the commune-unions, the ones whose social resources are conjured up by life itself: the free soviets. Basing himself on that same belief, the revolutionary anarchist hurls himself into selfless action and exhorts the oppressed to join the struggle for free associations. He is convinced that not only must the essential creative organizational precepts be demonstrated: there is also the need to equip oneself with the wherewithal to defend the new life-style against hostile forces. Practice has shown that this has to be pursued most firmly and supported by the masses themselves, in person and on the spot.

In carrying through the revolution, under the impulsion of the anarchism that is innate in them, the masses of humanity search for free associations. Free assemblies always command their sympathy. The revolutionary anarchist must help them to formulate this approach as best they can. For instance, the economic problem of the free association of communes must find full expression in the creation of production and consumer cooperatives, of which the free soviets will be the sponsors. It is through the good offices of the free soviets while the revolution is rippling outwards, that the masses will themselves lay hands upon the entirety of the social heritage: the land, forests, workshops, factories, railways and seaborne transportation, etc., and then, banding together on the basis of interests, affinities or a shared ideal, they will rebuild their social life along the most varied lines to suit their needs and wishes.

It goes without saying that this will be a vicious struggle; it will cost a huge number of lives, for it will pit free humankind against the old world for one last time. There will be no room for hesitation or sentiment. It will be a life or death struggle! At any rate, that is how any man who places any store by his rights and the rights of humankind should think of it, unless he wishes to remain a beast of burden, a slave, as he is compelled to be at the moment.

When healthy reasoning and love of oneself and of others alike gain the ascendancy in life, man will become the authentic author of his own existence.

Organize, oppressed brother, summon all men from plow and workshop, from school and university desk, not forgetting the scholar and the intellectual generally, so that he may venture beyond his chambers and help you along your daunting course. It is true that nine out of ten intellectuals may fail to answer your call or, if they do respond, will do so with the intention of pulling the wool over your eyes, for remember that they are the faithful servants of the union of the "five." Even so, there will be that one in ten who will prove your friend and will help you puncture the deceit of the other nine. As far as physical violence, the brute force of those who govern and legislate, is concerned, you will see it off with violence of your own.

Organize, summon all your brethren to join the movement and insist of all who govern that, of their own volition, they cease their craven profession of regulating the life of man. Should they refuse, rise up, disarm their police, militiamen and the other guard-dogs of the union of the "five." Arrest all governors for as long as need be, tear up and burn their laws! Tear down the prisons, once you have annihilated the executioners and eradicate all State power!

Many paid killers and assassins are in the army, but your friends, the draftees, are there also. Call them to your side and they will come to your aid and help you neutralize the mercenaries.

Once you have all come together into one big family, brethren, we will march together down the path of enlightenment and knowledge, we will leave the shadows behind and stride towards mankind's common ideal: the free and fraternal life, the society wherein no one will be a slave any longer, nor humiliated by anyone.

To the brute violence of our foes we will make reply through the compact force of our insurgent revolutionary army. To incoherence and arbitrariness, we will make reply by erecting our new life upon a foundation of justice, on a basis of individual responsibility, the true guarantor of freedom and social justice for all.

Only the blood-thirsty criminals of the union of the "five" will refuse to join us on the path to innovation: they will try to oppose us so as to cling to their privileges, thereby signing their own death warrant.

Long live this clear, firm belief in the struggle for the ideal of general human harmony: the anarchist society!

An Indian view of why China is upset over Arunachal Pradesh

The recent protest by China over Prime Minister Manmohan Singh's visit to Arunachal Pradesh may have surprised many. But why is China protesting, one may ask. Well, the story, rather the animosity, dates back to the British rule in India and the days of Pandit Jawaharlal Nehru.

When the British were ruling India, they had demarcated the boundaries between India and China. This was called the McMohan Line. This Line runs to a large extent through Arunachal Pradesh's 1030-km unfenced boundary with China. Beijing never recognised the McMohan Line and has been consistently accusing India of taking away 90,000 sq km of its land. But China shows amnesia when it comes to the north where it occupies a chunk of territory in Kashmir that India regards as its own and it runs in to 43,180 sq km of Jammu and Kashmir.

In a statement, China said the two countries had never officially settled the demarcation of their border, and that its stance on the eastern section of the China-India border was consistent and clear-cut.

India has taken the stand that Arunachal is not a disputed territory and that it is very much part of the Indian Union of States.

Said Foreign Minister S M Krishna: "Regardless of what others say, it is the Government of India's stated position that Arunachal Pradesh is an integral part of India. We rest at that."

China has suddenly raised the issue of Arunachal Pradesh for two reasons: It is upset at the large scale democratic participation of the people of the State in the recent elections which resulted in a whopping voting figure of 72 percent.

But the more irritant factor is the forthcoming visit of the Dalai Lama to Arunachal Pradesh. India has refused to intervene saying that the Dalai Lama is free to go anywhere in India and that includes Arunachal Pradesh. China, which could arm-twist President Barack Obama by forcing him to keep off the Lama's visit to Washington recently, finds New Delhi's snub too difficult to digest.

Moreover, the Lama is due to visit the Tawang monastery in Arunachal Pradesh. China desperately wants the monastery in its fold because it is in this sacred place for the Tibetians that the Lama will, in all likelihood, name his successor.

Beijing love to hate the Lama and ever since India's first prime minister Pandit Jawaharlal Nehru gave refuge to the Lama and recognised him as the head of the Tibetian government in exile, China has been mad with New Delhi. For the Reds, old scars never heal, they get sharper in pain over the years.

China is also upset and worried at the economic progress made by India and recent endorsement by former US president Bill Clinton has had Beijing worried.

Many see the latest protest by China publicly questioning the visit of Prime Minister Manmohan Singh to Arunachal Pradesh as an "audacious and reckless move." This is one of the strongest statements to come out of Beijing in recent times though the protest did not refer to Singh by name.

China did protest against the Singh's visit to the state earlier this year but did so informally and in a more muted manner. Singh visited Arunachal on January 31 and February 1, a few days after returning from a trip to China.

In August 2009, China successfully blocked part of a loan worth $ 60 million to India from the Asian Development Bank earmarked for projects in Arunachal Pradesh. India said nothing to that.

Then, to irk India, the Chinese embassy in New Delhi started issuing visas on a separate sheet of passport to residents of Jammu and Kashmir.

Last year, China initially opposed at the Nuclear Suppliers' Group the waiver on trade with India but went along with the consensus at the end.

But India has now upped the ante by questioning how China can be involved in various projects in Pakistan Occupied Kashmir (POK) when it is a disputed territory.

Hitting back at China, India Wednesday took objection to its engagement in projects in Pakistan occupied Kashmir (PoK) and asked it to cease such activities taking ''long-term view'' of India-China relations.

"We have seen the reports quoting the president of China as stating that China will continue to engage in projects with Pakistan inside Pakistan-occupied Kashmir. The Chinese side is fully aware of India's position and our concerns about Chinese activities in Pakistan-occupied Kashmir," said a Foreign Ministry spokesperson.

India has taken a strong view of President Hu Jintao's remarks that China will continue to engage in projects with Pakistan inside Pakistan occupied Kashmir.

"Pakistan has been in illegal occupation of parts of the Indian state of Jammu & Kashmir since 1947. The Chinese side is fully aware of India's position and our concerns about Chinese activities in Pakistan occupied Kashmir," the External Affairs Ministry spokesman said in a statement.

"We hope that the Chinese side will take a long term view of the India-China relations and cease such activities in areas illegally occupied by Pakistan," he said.

The Chinese President, during a meeting with Pakistan Prime Minister Yusuf Raza Gilani Tuesday, outlined a major project to upgrade the Karakoram highway connecting the two countries overland and Chinese help in the Neelam-Jhelum hydroelectric project in PoK.

Why women have sex

According to a new book, there are 237 reasons why women have sex. And most of them have little to do with romance or pleasure

Do you want to know why women have sex with men with tiny little feet? I am stroking a book called Why Women Have Sex. It is by Cindy Meston, a clinical psychologist, and David Buss, an evolutionary psychologist. It is a very thick, bulging book. I've never really wondered Why Women Have Sex. But after years of not asking the question, the answer is splayed before me.

Meston and Buss have interviewed 1,006 women from all over the world about their sexual motivation, and in doing so they have identified 237 different reasons why women have sex. Not 235. Not 236. But 237. And what are they? From the reams of confessions, it emerges that women have sex for physical, emotional and material reasons; to boost their self-esteem, to keep their lovers, or because they are raped or coerced. Love? That's just a song. We are among the bad apes now.

Why, I ask Meston, have people never really talked about this? Alfred Kinsey, the "father" of sexology, asked 7,985 people about their sexual histories in the 1940s and 50s; Masters and Johnson observed people having orgasms for most of the 60s. But they never asked why. Why?

"People just assumed the answer was obvious," Meston says. "To feel good. Nobody has really talked about how women can use sex for all sorts of resources." She rattles off a list and as she says it, I realise I knew it all along: "promotion, money, drugs, bartering, for revenge, to get back at a partner who has cheated on them. To make themselves feel good. To make their partners feel bad." Women, she says, "can use sex at every stage of the relationship, from luring a man into the relationship, to try and keep a man so he is fulfilled and doesn't stray. Duty. Using sex to get rid of him or to make him jealous."

"We never ever expected it to be so diverse," she says. "From the altruistic to the borderline evil." Evil? "Wanting to give someone a sexually transmitted infection," she explains. I turn to the book. I am slightly afraid of it. Who wants to have their romantic fantasies reduced to evolutional processes?

The first question asked is: what thrills women? Or, as the book puts it: "Why do the faces of Antonio Banderas and George Clooney excite so many women?"

We are, apparently, scrabbling around for what biologists call "genetic benefits" and "resource benefits". Genetic benefits are the genes that produce healthy children. Resource benefits are the things that help us protect our healthy children, which is why women sometimes like men with big houses. Jane Eyre, I think, can be read as a love letter to a big house.

"When a woman is sexually attracted to a man because he smells good, she doesn't know why she is sexually attracted to that man," says Buss. "She doesn't know that he might have a MHC gene complex complimentary to hers, or that he smells good because he has symmetrical features."

So Why Women Have Sex is partly a primer for decoding personal ads. Tall, symmetrical face, cartoonish V-shaped body? I have good genes for your brats. Affluent, GSOH – if too fond of acronyms – and kind? I have resource benefits for your brats. I knew this already; that is how Bill Clinton got sex, despite his astonishing resemblance to a moving potato. It also explains why Vladimir Putin has become a sex god and poses topless with his fishing rod.

Then I learn why women marry accountants; it's a trade-off. "Clooneyish" men tend to be unfaithful, because men have a different genetic agenda from women – they want to impregnate lots of healthy women. Meston and Buss call them "risk-taking, womanising 'bad boys'". So, women might use sex to bag a less dazzling but more faithful mate. He will have fewer genetic benefits but more resource benefits that he will make available, because he will not run away. This explains why women marry accountants. Accountants stick around – and sometimes they have tiny little feet!

And so to the main reason women have sex. The idol of "women do it for love, and men for joy" lies broken on the rug like a mutilated sex toy: it's orgasm, orgasm, orgasm. "A lot of women in our studies said they just wanted sex for the pure physical pleasure," Meston says. Meston and Buss garnish this revelation with so much amazing detail that I am distracted. I can't concentrate. Did you know that the World Health Organisation has a Women's Orgasm Committee? That "the G-spot" is named after the German physician Ernst Gräfenberg? That there are 26 definitions of orgasm?

And so, to the second most important reason why women have sex – love. "Romantic love," Meston and Buss write, "is the topic of more than 1,000 songs sold on iTunes." And, if people don't have love, terrible things can happen, in literature and life: "Cleopatra poisoned herself with a snake and Ophelia went mad and drowned." Women say they use sex to express love and to get it, and to try to keep it.

Love: an insurance policy

And what is love? Love is apparently a form of "long-term commitment insurance" that ensures your mate is less likely to leave you, should your legs fall off or your ovaries fall out. Take that, Danielle Steele – you may think you live in 2009 but your genes are still in the stone age, with only chest hair between you and a bloody death. We also get data which confirms that, due to the chemicals your brain produces – dopamine, norepinephrine and phenylethylamine – you are, when you are in love, technically what I have always suspected you to be – mad as Stalin.

And is the world mad? According to surveys, which Meston and Buss helpfully whip out from their inexhaustible box of every survey ever surveyed, 73% of Russian women are in love, and 63% of Japanese women are in love. What percentage of women in north London are in love, they know not. But not as many men are in love. Only 61% of Russian men are in love and only 41% of Japanese men are in love. Which means that 12% of Russian women and 22% of Japanese women are totally wasting their time.

And then there is sex as man-theft. "Sometimes men who are high in mate value are in relationships or many of them simply pursue a short-term sexual strategy and don't want commitment," Buss explains. "There isn't this huge pool of highly desirable men just sitting out there waiting for women." It's true. So how do we liberate desirable men from other women? We "mate poach". And how do we do that? We "compete to embody what men want" – high heels to show off our pelvises, lip-gloss to make men think about vaginas, and we see off our rivals with slander. We spread gossip – "She's easy!" – because that makes the slandered woman less inviting to men as a long-term partner. She may get short-term genetic benefits but she can sing all night for the resource benefits, like a cat sitting out in the rain. Then – then! – the gossiper mates with the man herself.

We also use sex to "mate guard". I love this phrase. It is so evocative an image – I can see a man in a cage, and a woman with a spear and a bottle of baby oil. Women regularly have sex with their mates to stop them seeking it elsewhere. Mate guarding is closely related to "a sense of duty", a popular reason for sex, best expressed by the Meston and Buss interviewee who says: "Most of the time I just lie there and make lists in my head. I grunt once in a while so he knows I'm awake, and then I tell him how great it was when it's over. We are happily married."

Women often mate guard by flaunting healthy sexual relationships. "In a very public display of presumed rivalry," Meston writes, "in 2008 singer and actress Jessica Simpson appeared with her boyfriend, Dallas Cowboys quarterback Tony Romo, wearing a shirt with the tagline Real Girls Eat Meat. Fans interpreted it as a competitive dig at Romo's previous mate, who is a vegetarian."

Meston and Buss also explain why the girls in my class at school went down like dominoes in 1990. One week we were maidens, the following week, we were not. We were, apparently, having sex to see if we liked it, so we could tell other schoolgirls that we had done it and to practise sexual techniques: "As a woman I don't want to be a dead fish," says one female. Another interviewee wanted to practise for her wedding night.

The authors lubricate this with a description of the male genitalia, again food themed. I include it because I am immature. "In Masters & Johnson's [1966] study of over 300 flaccid penises the largest was 5.5 inches long (about the size of a bratwurst sausage); the smallest non-erect penis was 2.25 inches (about the size of a breakfast sausage)."

Ever had sex out of pity and wondered why? "Women," say Meston and Buss, "for the most part, are the ones who give soup to the sick, cookies to the elderly and . . . sex to the forlorn." "Tired, but he wanted it," says one female. Pause for more amazing detail: fat people are more likely to stay in a relationship because no one else wants them.

Women also mate to get the things they think they want – drugs, handbags, jobs, drugs. "The degree to which economics plays out in sexual motivations," Buss says, "surprised me. Not just prostitution. Sex economics plays out even in regular relationships. Women have sex so that the guy would mow the lawn or take out the garbage. You exchange sex for dinner." He quotes some students from the University of Michigan. It is an affluent university, but 9% of students said they had "initiated an attempt to trade sex for some tangible benefit".

Medicinal sex

Then there is sex to feel better. Women use sex to cure their migraines. This is explained by the release of endormorphins during sex – they are a pain reliever. Sex can even help relieve period pains. (Why are periods called periods?)

Women also have sex because they are raped, coerced or lied to, although we have defences against deception – men will often copulate on the first date, women on the third, so they will know it is love (madness). Some use sex to tell their partner they don't want them any more – by sleeping with somebody else. Some use it to feel desirable; some to get a new car. There are very few things we will not use sex for. As Meston says, "Women can use sex at every stage of the relationship."

And there you have it – most of the reasons why women have sex, although, as Meston says, "There are probably a few more." Probably. Before I read this book I watched women eating men in ignorance. Now, when I look at them, I can hear David Attenborough talking in my head: "The larger female is closing in on her prey. The smaller female has been ostracised by her rival's machinations, and slinks away." The complex human race has been reduced in my mind to a group of little apes, running around, rutting and squeaking.

I am not sure if I feel empowered or dismayed. I thought that my lover adored me. No – it is because I have a symmetrical face. "I love you so much," he would say, if he could read his evolutionary impulses, "because you have a symmetrical face!" "Oh, how I love the smell of your compatible genes!" I would say back. "Symmetrical face!" "Compatible genes!" "Symmetrical face!" "Compatible genes!" And so we would osculate (kiss). I am really just a monkey trying to survive. I close the book.

I think I knew that.

It is with a heavy heart that today I'm to leaving my workstation (both the 1st and the next – near the AC, thanks to Binoy for this), my GS03 system, my lovely plant (which I'll hand over to Kapil) and everyone in KCS – actually in General Studio. Not only has this been my office but it has also been a learning place, a warm and affectionate family. It did take some time, but not too long for me to mingle with the old ones.
As I'm making this transition I actually feel immense gratitude to all of you. During the past 15 months, may I say diplomatically, that all of you have shared your experiences and understanding with me, encouraged me, guided me and counseled me so tactfully and gently.
Here I would love to thank you all from the bottom of my heart. You all have been very helpful, ever smiling, ever efficient, ever enthusiastic and very understanding. You all have always inspired me and had showered me with utmost care and concern.

China Yearns to Form Its Own Media Empires

SHANGHAI — China plans to spend billions of dollars in the next few years to develop media and entertainment companies that it hopes can compete with global giants like the News Corporation and Time Warner, and will in the process loosen some of its tight control of these industries.

An ambitious plan, set forth in guidelines last week by China's State Council, envisions the creation of entertainment, news and culture companies with a market orientation and with less government backing. China, in short, would like to consolidate its industry into companies resembling Bloomberg, Time Warner and Viacom, analysts say.

"There appears to be a feeling at the highest levels of government that they need a media machine commensurate to the rising status and power of China," says Jim Laurie, a former ABC News correspondent who teaches at Hong Kong University and recently met with Chinese state broadcasting executives.

Beijing hopes the moves will even improve the nation's image overseas — part of a longstanding effort to use "soft power," rather than military might to win friends abroad.

Along the way, Beijing will allow private and foreign companies to invest in everything from music, film and television to theater, dance and opera productions — though largely through state-owned companies.

The News Corporation, Viacom and other Western media giants have for years been frustrated by their inability to win approval to produce films and television programs aimed at Chinese consumers; often, they have operated with Chinese joint venture partners and run into delays or political barriers. Several American companies said they were studying the new Chinese rules and declined to comment further on them.

In its announcement last week, Beijing said that state-owned groups would be reorganized to allow outside financing so that they could "live on their own rather than being attached to government departments as parasites."

The companies will gain greater freedom to finance and produce a wider range of entertainment and cultural content for distribution inside the country, and even for export.

Though China has not provided a detailed plan yet, one exception is likely to be news programming, which falls under the control of the Communist Party. China has also been upgrading its state-run news media, with an eye on foreign language publications, wire services and television programs to reach readers and viewers overseas.

Among the first companies to benefit from the new government policy will be Shanghai Media Group, one of the country's biggest state-run news and media conglomerates. In August, the government gave the company approval to reorganize its operations and to issue stock to the public.

S.M.G., as it is known, had close to $1 billion in revenue and $100 million in profit last year. It also has partnerships with companies like the News Corporation, Viacom and CNBC, and a profitable array of television units, including a home shopping network, an animation channel, fashion and lifestyle programming, as well as radio, newspaper, magazine and film production units.

The company is being split into a state-controlled nonprofit side that will house news programming and satellite transmission, and a profit-driven side focused on advertising, content development and distribution.

"The domestic media market is being changed dramatically," says Li Ruigang, S.M.G.'s 40-year-old chairman and chief executive. "This will be a new S.M.G. In the future we'll be a holding company, and there will be more than 10 subsidiaries."

To help the company bulk up, the China Development Bank recently agreed to provide $1.5 billion in financing over the next five years.

The government policy bank will become a partner with S.M.G. on a separate $735 million private equity fund. That fund, China Media Capital, will invest in media and entertainment properties and is headed by Mr. Li, the chairman of S.M.G.

Michael Tung, the chief investment officer of China Media Capital, says the government is encouraging consolidation in the media and entertainment industry and that the fund will help develop bigger media groups.

"China's market is very fragmented," Mr. Tung said. "China should have four or five huge media groups. There's nothing now like News Corp or Time Warner. But we'll also be looking for overseas opportunities."

Foreign media companies looking for greater access to China's vast market may be disappointed, analysts say of the new guidelines.

"This is not an invitation for stakes by international media companies," says Vivek Couto, director of Media Partners Asia, a Hong Kong-based research firm. "But this may be an invitation for private equity and foreign capital to do more."

Investments by media companies, if they come, are expected to be through partnerships — something already done with government scrutiny.

"This is a good time for Western companies to come in and find partners," says Zhu Mei, the head of Linden Consulting in Beijing.

Ms. Zhu says the policy seems likely to nurture partnerships like the joint venture formed by Gehua Cultural Development Group, a state-owned Beijing company, with Live Nation, the American concert and performance organizer.

But other experts warn of regulatory hurdles, because media and entertainment companies report to a variety of agencies, each with its own imperatives.

That may be one reason China Central Television, the nation's largest broadcaster, was not selected for the first reorganization.

CCTV is considered the mouthpiece of the central government and recently underwent a management shake-up after a fire severely damaged part of its nearly finished $700 million headquarters in Beijing, designed by Rem Koolhaas and Ole Scheeren.

Despite that setback, Mr. Couto and other analysts say some of China's big media companies are flourishing, with film and other entertainment venues growing quickly as wealthy Chinese consumers seek leisure activities.

One of the country's most famous film groups, Huayi Brothers Media Corporation, recently won approval to sell stock to the public in an offering that is expected to raise $90 million on China's new Nasdaq-style exchange, the Growth Enterprises Market.

Over at S.M.G., Mr. Li concedes that taking his company public has long been one of his "obsessions."

"This is to make the industry more market oriented," he says. "We hope S.M.G. can be a pioneer of this reform."
