BACKGROUND: Extra Judicial Execution Victim Families Association Manipur (EEVFAM) filed a petition in the Supreme Court to investigate 1,528 cases of extrajudicial killings. Supreme Court by its order dated 4 January, 2013 appointed a three member commission, headed by Justice (retd.) Santosh Hegde, with a direction to make a thorough inquiry in six of the 1,582 petitioned cases. The commission carried out its proceedings in Imphal and New Delhi, where it heard and cross examined the testimonies of victims, witnesses, Assam Rifles and Manipur Police. The SC appointed commission submitted its report, a copy of which is now available.
